Which set should one buy? And is Kuban accessible on steam? I couldn't find it.

But if I buy it on Steam for convenience I could still buy Kuban through the website later and have it work ok with the Steam version?

Yep. You'll have to make an account on the website in order to log into the game, and all purchases you make on that account will be accessible through whatever you bought on Steam first. As Luft said it works great that way. Plus once everything is released it usually makes it's way to steam anyways which affords you double opportunities for sales.
Either way I love steam as a platform, and the site offers all the content that could be asked for, so it's the perfect balance in my opinion.
