If you're not referring to the real-world mobile app, yes. The Il 2 Mission Planner works for all their maps; go to settings in the lower-right and pick Moscow :)

Trystan, thank you very much. I'm a noob at this, but wanted to know what is possible. The map will come in handy. Might as well know how to use it.
